Complete the Main Story and Post-Game Quests
Before you can think about meeting Arceus, you must first finish the primary campaign by calming all five Noble Pokemon across Hisui. After the credits roll, a substantial post-game story begins that involves gathering the various Plates scattered throughout the region. Completing these missions eventually leads to a dramatic confrontation at the Temple of Sinnoh against Volo and Giratina.
Defeating Volo and Giratina is one of the toughest challenges in the entire game, so coming prepared with a well-balanced team is essential. Once this fierce battle concludes, you will receive the Azure Flute, which is the key item needed to summmons Arceus. However, the flute will remain inactive until your Hisui Pokédex reaches a specific milestone.
